WORLD FEDERATION OF SKULL BASE SOCIETIES
The following constitution was agreed unanimously at the inaugural meeting of the World Federation of Skull Base Societies held on November 9, 2000 in
Foz Do Iguacu, Brazil.
Provision for an ad hoc Executive Board was agreed at the meeting in Sydney 2004.
ARTICLE 1 – Name
The name of this organisation shall be The World Federation of Skull Base Societies (WFSBS).
ARTICLE II – Purpose
The purpose of this organisation shall be to co-ordinate continuing education, to promote, design and promulgate international collaborative studies for the advancement of the art and science of the skull base region. This organisation will sponsor a World Congress to be assembled every four years. The goals may be summarised as the following:
- Promote International Meetings
- Encourage continuing medical education related to the skull base
- Support the Journal of Skull Base Surgery
- Central clearing body for information about courses and symposia.
ARTICLE III – Membership and Organisation
Membership shall be open to all National and Continental Skull Base Societies and all accredited members of these organisations shall be deemed individual members of the WFSBS.
The officers will be elected by the General Assembly of the WFSBS, which shall meet each four years at the International Conference.
ARTICLE IV – Meetings
The WFSBS will organise at least one meeting every four years.
The WFSBS may endorse interim meetings organised by national societies,
To assist the President there will be an Ad Hoc Executive Board.
This ad hoc committee meets at the start of each World Congress (and if necessary in between Congresses, it communicates by email, if there are significant matters to discuss). The current President is responsible for convening the meetings.
The committee members shall be drawn from current and past officers of the WFSBS. Further members shall be recruited from past and present officers of the Continental Skull Base Societies.
Six members are necessary to form a quorum and one third should be either Neurosurgeons or Otolaryngologists.
The committee meets to make ranked recommendations to the General Assembly regarding
- The selection of the host nation for the next World Congress.
- The President-Elect
- The next Secretary of WFSBS.
ARTICLE V – Officers
The president shall hold office for the four years following the International Meeting he hosts, handing over to the President-elect at the commencement of the next meeting.
The president-elect shall serve for four years,
The president-elect shall succeed the president at the expiration of the president’s term or whenever the president’s office becomes vacant.
The president-elect shall be selected by a majority of the General Assembly and he will be responsible for the organisation of the next International Meeting. The meeting should rotate between the different continental blocks and between the main disciplines: Otolaryngology, Neurosurgery.
The secretary shall be elected by the General Assembly and shall serve for four years.
He will act as the recorder at all meetings of the WFSBS and shall be responsible for the distribution of notices and information to members
Amendments to the constitution may be put to a vote only at the General Assembly.
Amendments must be sponsored by at least five active members.
Amendments must be circulated in writing to the members of the WFSBS three months before the General Assembly.
Amendments may be adopted by affirmative vote of two-thirds of active members present and voting at the meeting
